Haryana Chief Minister Shri Nayab Singh Saini announced that CMVR (Central Motor Vehicles Rules) certification for agricultural tractors will now be issued by the Northern Region Farm Machinery Training and Testing Institute in Hisar. This initiative will directly benefit agricultural machinery manufacturers across North India, streamlining certification processes and boosting the sector’s growth.
In addition, a Custom Hiring Centre has been inaugurated at the institute, enabling small and marginal farmers to rent advanced agricultural machinery, including rotavators, super seeders, land levellers, ploughs, and trolleys. This initiative aims to enhance farm productivity by making modern equipment more accessible.
Krishi Darshan Exhibition: Driving Agricultural Mechanization
The Chief Minister made these announcements while addressing farmers and industry stakeholders at the inauguration of the three-day Krishi Darshan Exhibition, organized by Agri India Exhibition, Karnal, at the Northern Region Farm Machinery Training and Testing Institute, Hisar.
He emphasized that the exhibition plays a crucial role in advancing the Haryana Government’s agricultural mechanization efforts, providing farmers with insights into the latest agricultural technologies and innovations.
Innovation in Agriculture: A Call for Affordable and Efficient Machinery
Quoting the famous slogan “Jai Jawan-Jai Kisan,” Shri Nayab Singh Saini highlighted how former Prime Minister Atal Bihari Vajpayee expanded it to “Jai Jawan-Jai Kisan-Jai Vigyan,” and Prime Minister Narendra Modi further extended it to “Jai Jawan-Jai Kisan-Jai Vigyan-Jai Anusandhan.”
He urged agricultural machinery manufacturers to develop cost-effective equipment tailored to farmers’ needs and stressed the importance of innovation in farming practices. Agricultural engineers and manufacturers, he said, must work together to design machinery that is efficient, affordable, and farmer-friendly.
Government Support for Farmers: Technology, Subsidies, and Welfare Schemes
The Chief Minister encouraged farmers to leverage both Central and State Government schemes, prioritize new technologies, improved seeds, and organic farming, and adapt to water conservation practices.
With declining water levels posing a major challenge, he urged farmers to shift towards sprinkler and drip irrigation systems. The state government is offering subsidies of 70% to 80% on these systems to promote efficient water use.
He reaffirmed the government’s commitment to making Haryana a modern, progressive, and farmer-centric state, ensuring that farmers become prosperous and self-reliant.
Massive Increase in Agricultural Budget and Farmer Compensation
Highlighting the government’s pro-farmer policies, Shri Nayab Singh Saini pointed out that under Prime Minister Narendra Modi’s leadership, the Central Government’s agriculture budget has increased significantly:
Before 2014 (Congress government): ₹25,000 crore
Now (2025): ₹1,25,000 crore
Similarly, compensation for crop loss has seen a massive jump. Before 2014, the Congress government allocated only ₹1,155 crore, whereas from 2014 to 2025, the Haryana Government has provided ₹13,500 crore to farmers as compensation.
He reiterated the government’s unwavering support for farmers, ensuring they receive financial security, modern equipment, and opportunities for sustainable growth.
“Our goal is to make every farmer prosperous, self-reliant, and ensure they reap the full benefits of their hard work,” the Chief Minister said.
